Office Communicator 2007 R2 Screen Pop-Ups do not appear after user state migration to Windows 7

During the migration process from Vista to Windows 7, some of the settings for Communicator can get corrupted. Microsoft October Security Update 974571 Breaks Office Communications Server

The front-end service will not start, and the access-edge service will not start. The only fix is to uninstall KB 974571. For more info, see http://support.microsoft.com/kb/974571   Update (10/28/2009) - Microsoft released a fix to resolve this issue and  it has been documented in KB 974571....
